Angola is a country in full development. In all sectors, foreign aid is welcome. This also applies to the water sector. The Angolan government has an ambitious investment in the water sector for the period 2011-2016, several programmed activities such as the following:

a) the construction of laboratories for research on water quality;
b) strengthening of water supply and sanitation systems in several
provincial capitals;
c) renovation and construction work for the reception of groundwater supply in rural areas

With regard to the Integrated Management of Hydraulics Resources, the Ministry of Energy and Water (Minea) through the National Directorate of Hydraulics Resources (DNRH) for the period 2011 to 2016 developed the general policy (22) for Integrated Application of Hydraulics Resources of Hydrographic Basins on the program.

On October 5, 2010, the Institutional Development of the Water Sector (PDISA) was officially launched. The program is partly funded by the Government of the Republic of Angola (49.7%) and partly by the World Bank (50.3%).
