Water Technology Trade Mission to Algeria

From October 16th to October 18th 2010, NABC organized a water technology trade mission to Algeria in cooperation with EVD. The goals of the mission were largely achieved and the mission can be considered as a successful mission.

The mission started on Saturday evening with an informal diner at the Residency of the Dutch ambassador in Algiers His excellence Mr. Jan Gijs Schouten. From Sunday to Wednesday the delegation spent three days in Algiers where they had the opportunity to meet with potential business partners (both public and private) from the water sector. The delegation visited the Algerian Brewery (Heineken) and KPMG Algeria where elaborated presentations were given on the investment climate in Algeria and the different financial structures.

The mission focused on meetings with the ministry of Water Resources (MRE) and their relevant agencies such as ONA (Office National de l’Assainissement), ONID (Office National de l’Irrigation et de Drainage), ADE (Algérienne des Eaux) and ANBT (Agence Nationale de Barrage et de Transfert) and also visited a water project in Algiers. A successful matchmaking meeting was organized with private potential Algerian partners such as ETRHB Groupe and EATAH (Entreprise d’hydraulique et travaux public).

‘The business potential of the Algerian municipal water and wastewater markets is enormous and secured by the exploration of oil and gas. Also the demand for industrial wastewater treatment is increasing. Our company has been active within the Algerian market since 2004 with varying success. Amongst others we supplied key equipment for the wastewater treatment plant of Oran, the 2nd largest station in North Africa. A local business representation was established to boost our business. Despite of our satisfactory progress we had made within the Algerian market we decided to participate in a trade mission organized by the NABC, mainly because the market had appeared to be difficult, unpredictable, non-transparent and bureaucratic, but challenging and promising. We have had the opportunity to meet high-level persons of the Algerian authorities (e.g. ONA and ONID) as well as those of leading public and private companies. We have been able to reinforce our relations and pave our future business.’

‘My experience with respect to my participation to the economic water mission in Algeria is as follows. During the mission we have had the opportunity to meet all the high level (managing directors) persons of all the state owned companies of the Algerian Ministry of water resources. This, on his own, is a very exceptional fact because those people are very busy and are very much asked for meetings. We have been presented an Algeria with tremendous opportunities and with lots of projects and business possibilities. I have made a number of very important contacts, which I will deepen during the month of December. I’m very thankful to NABC to have had the possibility to meet those persons in a constructive and calm atmosphere. But, for me who is living in Algeria, I know well the every-day economic reality in this country and this reality is certainly not as nice as we have been presented during the trade mission. The last 2 weeks, we (company Denys) suffered very hard with administrative problems and with huge problems of non-payment of invoices for all kinds of reasons. For sure the country has huge economic possibilities, but the economic environment (i.e. legislation) must change to be able to exploit those possibilities. During our different contacts, the trade mission could see the problems with legislation (49/51 % rule for foreign investment, the new law on public works e.g.). Let’s hope that the present financial and administrative problems are temporarily and that we, in the future, can do normal business in this, after all, very nice and promising country. ‘
